    Let the actual length be L
    percentage error=\dfrac{error}{actual length}\times 100
    \dfrac{20-L}{L}\times 100=10
    \dfrac{20-L}{L}=\dfrac{10}{100}
    \dfrac{20-L}{L}=0.1
    Cross multiply
    20-L=0.1L
    collect like terms
    0.1L+L=20
    1.1L=20
    divide both sides by 1.1
    \therefore L=\dfrac{20}{1.1}=18.18
