$T_{n}=a+(n-1)d$
Given $T_{4}=8$ and $d=-2$
$\Rightarrow T_{4}=a+(4-1)(-2)$
$\Rightarrow 8=a+(3\times -2)$
$\Rightarrow 8=a-6$
$\therefore a=8+6=14$
Hence
$\Rightarrow T_{15}=14+(15-1)(-2)$
$\Rightarrow T_{15}=14+(14)(-2)$
$\Rightarrow T_{15}=14+(-28)=-14$
